This recruitment will establish an employment list (valid for one year) to fill a current Crime Analyst vacancy within the Tukwila Police Department. Note It is a hiring requirement that all staff employed by the Tukwila Police Department successfully pass a thorough background investigations process, which includes fingerprinting, criminal history check, reference checks, polygraph test, and other tests as deemed necessary. Essential Duties And Responsibilities The Crime Analyst will develop and maintain tactical, strategic, administrative and operational analytic capabilities. Research and reviews data and perform statistical analysis, to include identifying existing or evolving patterns and developing statistic probabilities and profiles. Identifies crime patterns by geographical area, reporting district, time of day, day of week, etc. Uses computer databases, electronic spreadsheets, geographic information systems (GIS) applications, desktop publishing, word processing, and statistical applications to manipulate, analyze, and present crime data. Analyzes raw crime data and develops recommendations to improve law enforcement effectiveness based on interpretation of patterns and trends in criminal activity. Prepare maps, charts, and graphs indicating criminal trends. Also prepares correspondence, reports, spreadsheets, statistical summaries, and other material requiring judgment as to content, accuracy, and completeness. Responds to requests and inquiries from the department, other law enforcement agencies, businesses and citizen groups, as approved by administration. Provides research and analysis to department personnel in preparation for meetings and information sessions and for development of department policies and programs. Serves as a resource staff member at the request of the Assistant Chief. Deliver presentations to police personnel, members of the community, and outside agencies. Maintains effective communications with Patrol and Investigative Services divisions. Monitors new developments relating to public safety, crime, and reporting issues and evaluates their potential impact on department operations. Develops, conducts, and analyzes surveys to provide information on public perception and the effectiveness of the department. May also develop, conduct, and analyze internal employee satisfaction surveys. Respond to inter & intra-department requests for information as well as requests from outside agencies. May be required to testify in court and travel to crime scenes. Becomes familiar with, follows, and actively supports the mission, vision, values, policies and procedures of the Tukwila Police Department. Knowledge, Skills And Abilities KNOWLEDGE (position requirements at entry): Modern law enforcement functions, operations, and practices; Laws, ordinances, codes, regulations, and standards applicable to public safety; Research principles and methods, to include surveys, quantitative analysis and qualitative analysis; Experience with statistical, crime analysis, intelligence analysis, qualitative analysis, data analysis and data collection, presentation, and mapping software Knowledge of current best practices in crime, intelligence, business and/or data analysis. Statistical analysis and methods of reporting statistical information; Relational database and spreadsheet applications including Access and Excel; General office procedures and practices; and Record keeping techniques. SKILLS (position Requirements At Entry) Preparing detailed statistical and narrative reports and maps; Maintaining confidentiality of sensitive information; Using various computer-based applications to develop reports, presentations, databases, and summaries; Using mapping software (GIS); Facilitating meetings and presenting information to diverse groups of people; Communicating effectively, both orally and in writing; Establishing and maintaining effective working relationships with employees, City officials, the general public and others; and Ability to work in a fast-paced environment, with quick results on tight timetables. Ensure a high level of accountability for the information and data provided to the area you serve. Ability to work independently, with minimal supervision and demonstrate strong decision-making skills to proactively address crime/intelligence needs. Education, Experience And Other Requirements Bachelor's degree in business, public administration, criminal justice administration, information systems or law enforcement with coursework in statistical analysis, criminal behavior or constitutional law; AND demonstrated ability to research, analyze, and conduct program evaluations; AND one year experience in a law enforcement agency; OR Associates degree; AND five years’ law enforcement experience. A valid driver's license or the ability to obtain one prior to employment. ACCESS level I certification required within 6 months of hire. Preferred Requirements Crime Analyst Certification Bachelor's degree with emphasis on math, statistics, criminal justice, behavioral science, business analytics, intelligence/homeland security, data science or other related field. The most competitive candidates will have experience working with or at a police department, intelligence center and/or within the criminal justice system. Physical Activity/Requirements Positions in this class typically require: stooping, kneeling, crouching, reaching, mobility, grasping, talking, seeing, hearing, and repetitive motions. Used hallucinogens (including GHB and ecstasy; excludes mushrooms), cocaine, methamphetamine, or opiates within the last 10 years; Usage of any other illegal drug, including steroids and prescription abuse, will be reviewed on a case-by-case basis; Have illegally used 4 or more different controlled substances, including marijuana, in the last 10 years; Have at any time manufactured, transported or cultivated illegal drugs (including marijuana) for the purpose of sale or distribution; Have used any illegal drugs while employed in a criminal justice capacity; Have ever obtained or used a prescription drug under false pretenses; Have ever, at any time, injected amphetamines, methamphetamine, cocaine, heroin, barbiturates, or valium; Have ever illegally used a drug after submitting an application to any Law Enforcement Agency; Have ever sold or distributed illegal drugs, including marijuana; Any more than two drug convictions for any of the narcotics listed above. Traffic Record Any criminal traffic conviction within the past 5 years. Violation examples include, but are not limited to: driving under the influence (DUI), reckless driving, negligent driving, or hit and run driving; Suspension or revocation of your driver's license (for any traffic violation) within five years of the date of the employment application; Any more than two criminal convictions for traffic related offenses. Financial Record Any willful failure to pay income tax or court ordered child support is disqualifying; A credit check will be conducted regarding your financial history. Military Record Must have been discharged from the Military under honorable conditions. Any discharge other than honorable will be evaluated on a case-by-case basis.
